Negative.

Your M4 *if you have a 14.5" barrel with perm phantom or vortex and M4 stock will measure just under 32 inches.

So bare minimum, you'll need a 32 inch case. Unless you want to transport your M4 in two pieces, which will fit a 30 inch case without issue.

Diagonally, your buttstock will eat up too much space for the 90 degree corner of the case and it'll end up not fitting.

If your barrel is 16 inches, no way it'll fit!

The weapon would not be secured using the tie downs. All in all a bad idea to save 6 inches IMO. Either break the gun down or buy the 36". The whole point of the TCC is to securely transport the weapon. This does not happen when you jam it in diagonally.

My old Tac Force and new Galati both have access to the pocket where the padding is.  It would very simple to find some light weight plastic and cut it to size and insert into these areas...that is if somebody makes a 32" soft case.

The tue downs are designed to hold a weapon horizontally. It may work....then again it may not. You should ask Helmi to check it out for you. Unfortunately he's hors de combat thanks to a viral bug.

My 10.5" barreled rifle with suppressor attached and stock fully collapsed is exactly 31" long.  It fits very tight from corner to corner in my 30" TCC.  While it does fit it is difficult to zip the zippers and I'm skeptical of protection for the rifle at the corners.  BTW, my rifle sports and Aimpoint as well.
