I ordered a riser mount from eBay and it came broken. One of the pins(part that fits in the groove) looks sheared off. The seller is telling me that's how they are made, one round pin, one flat. Is he just trying to get out of fixing the problem?

Well I just found this same rail by a different seller and he had pics of the pins and they look just like what I received, one round pin, one flat. So I guess that how they were made.

I've never seen a mount with one round pin, one flat. Usually they have 2 round pins

It is definitely not uncommon. You see them a lot with mounts that are supposed to work with both Weaver and Picatinny rails as the notch spacing is not the same
