This might sound dumb but how many pounds of torque do you think it would take to damage an upper receiver by tightening the rear flip up sight? I am using a samson flip up rear sight.

Don't know but a torque wrench isn't necessary, use lock tight if you're concerned about it coming off and just tighten it down. For whatever it's worth, I've never used locktight on my BUISs and have run them pretty hard for many years and never had them come loose,

It's not a dumb question but you will damage your rear sight before you will damage your upper receiver.  As stated above, snug it down with Loctite.  Let it dry/set properly and you will be fine.  There's no reason to crank it down.
