I'm looking for a decent scope mount for my paper punching AR. I don't plan to take it on and off, so I don't need a fancy quick release etc.  I just want a decent mount that won't break the bank.

I'll be mounting a 44mm scope with a 1" tube.

ArmaLite and RRA both make mounts that would fit your bill perfect.

My friend has the RRA with a 1-4 and a fixed front sight and because it is a high rise he looks right over the front sight base. I worried it would be too high for a good sight picture, but we were both glad to find that it was not a problem.

How about a 2 pack of 7 dollar Wal Mart 1" scope rings?  You said you won't need to take the scope off in a hurry so no need to spend a bunch of money.  I guess scope clearance might be an issue but you can get different height ones.

1-piece scope mounts typically do not need 'lapped' in order to properly & safely mount a scope without causing the "rings" to bind. 1-piece mounts are ideal whenever possible. ALSO many 1-piece mount 'cantilever' forward for more comfortable eye relief on an AR. There's a lot to be said for a 1-piece mount and even MORE for a QD 1-piece mount like LaRue for instance.
