My 3-9x40 Nikon prostaff is getting shipped out today. Im on a tight budget since I bought a bunch of ammo Ive been looking at the primary arms ar15 scope mount. Will this give me good eye relief? Should I just bite the bullet and order a burris pepr? Are there any other not so expensive scope mounts in the $50-$60 range?

If you're looking cheap I'd go primary arms.

Why don't you just buy the Nikon M223 mount?

Another vote for Primary Arms, they also carry the Burris  PEPR

Primary Arms, rock solid.  Two versions, regular and extended for long eye relief.

I'll agree here RRA is U.S. made, cheaper and better finished than the PEPR mounts I have. They also have a new canilever hi- rise mount wich I have a few of

I'll be getting a DNZ freedom reaper 1 in. cantilever mount next to try. $79.00 They keep the scope lower to the bore on an AR wich I prefer.
