Why would you want to use an A3 carry handle and mount a rail on top of it?

Just use the flat top so that you don't have to adjust to a "chinweld" to use the towering red dot.

To answer your question directly, yes they will work to gether but like jerz-subbie said the optic will be very high.

mount the red dot on the flat top and pick up a BUIS like the MBUS.

If you're dead set on mounting it to the carry handle, a cantilever mount would be a better choice.

I've got the same basic setup on my A2, and it's "alright"...but really doesn't make the iron sights very usable.
It's too much like sighting through a "tunnel" and really limits the "field of view" to (almost) worthless for the iron sights (IMHO).
