What do you guys think about mounting a SPS3 on top of a Burris PEPR containing a VXIII 3.5 X 10? Too high??

Why not a Bushnell TRS-25 or TNVC RDP-II?
Or if you have the money, an AP H1

Personally...I think it would be too big up there and slightly too heavy and cumbersome! The XPS series are great but slightly too big to mount / piggy back on top of another optic. If that is your plan DocOp would be my choice!
