Not sure if this is ok to post here or not.  I have an old M49 spotting scope which the coating on the lenses has flaked off in spots.  Does anyone know if there is a place that I can send the lenses to get a new coating?

The short answer is there is no one that I know that will do a deposition on a single lens element. In fact since the EPA rules were changed back in 1996, the only guys that can afford to do coatings and then comply with the regs are the Laser guys.

You're best bet is to find someone that can replace the lens element with a new one that is of a similar profile and material OR to find someone with the same lens that hasn't seen too much of the light of day.

On the other hand, I personally wouldn't worry about it. If you've noticed that the coatings have flaked off, that means that this instrument has had a lot of sunlight go through it. While a machine test could tell you how much light is not being retransmitted through the the length of the scope, for us mere mortals, we barely notice such things. Just enjoy the unit until one day you find a replacement. Good luck.
