I just bought a police trade in BUSHY 10.5" A2 UPPER. I was wondering if I got a DD rail for it and a Laure riser/EOTECH Mount if the sight would be high enough to view over the carry handle rear sight. This is going to be a pistol build and for SHTF work only. Thanks for your time.

If I understand your question correctly then no, you will see the irons through the lower 1/3 glass of the EOTech with the QD riser. The glass will not be above the sights.
