I ordered a Nikon Monarch 4-16X42 scope and Warne 20MOA base to mount on my Remington 700 rifle.  In anticipation of reaching out to 600+ yards on occasion, I ordered the Warne 20MOA base which I hoped would give me enough elevation to reach that far.   The Nikon scope has maximum internal adjustment range of 40MOA (both windage and elevation).  With this combo of scope and base would I be able to adjust the reticle down to 50 yards?  With the 20MOA base I'm afraid I would not be able to adjust down at close range.

there's a good chance your right, especially if you have to use much windage to get your reticle centered.

I use Leupold one piece LR standard bases on a couple Remmy varmint rifles. This allows me to center my reticle so all my elevation is available.

I think I only gained about 6 inches of elevation @ 100yards over there standard base.
