What is the proper way to focus a scope?

On a 3-9 power scope at what range to adjust for what power?
Adjust so that can see the target clearly or the cross hairs?

Thanks

On Fixed power scopes, you adjust the reticle to your eye.

Point your scope at a blank white wall (nothing to distract you) or point the scope at the sky away from the Sun.

Adjust the eyepiece until there is no longer any blurriness when looking at the stadia lines.

Take your time, and look away from the reticle often. The reason I mention this  is because your brain will "fix" what your eyes see making you think that something is in focus when it is not. Also, by squeezing various muscules, your eye balls can be shaped to focus onto the object. You want the reticle to be clear and crisp without any stress in your face and around your eyes.

the same holds true on variable pwr. scopes focus the reticle on low pwr.
