I recently went to a gun show and bought what I thought were 30 round Pmags. I couldn't depress the follower to the bottom. I opened it up and there's some kind of metal piece halfway in blocking me from loading the mag. Is there a way I can remove it so I can load 30 rounds in it?

Blocked Pmags are made by third-party individuals/vendors using a variety of methods, so there's no "one way" that applies to all. AFAIK, they're supposed to be permanent mods, so unless there's obvious rivets holding the block, they're epoxied in place and removal would probably damage the mags.

Either return them or do a "want to trade" ad for normal mags on our Equipment Exchange

It looks like it is permanently blocked to 10 rounds by a third-party. If you can't return them I'd put them up on the EE. Guys stuck in a ban state would probably be interested.

If the rivets are aluminum drilling them out shouldn't be that hard.
