"What it the significance of mags being pre ban or post ban?"

No significance in most states........

Some states have laws that prohibit possession of the magazine unless it was made and owned before a certain date.

Some states have laws that prohibit possession/manufacture/importation of magazines unless it was previously owned before their ban. Sometimes even allowing you to replace parts of an existing magazine to repair it.

Some states allow you to own any magazine you wish. They recognize the fact that people can be trusted with the right to own firearms.

Short story: Each state now has various laws regarding "Pre Ban" "Post Ban" or even which ban you reference. (A state ban? The old federal ban?)

Please be more specific

Pre-ban mags can be sold to our comrades 'behind enemy lines' so to speak, as in the People's Republic of New York, where they still have draconian high capacity magazine laws. The pre-ban mags were manufactured before the Assault Weapons Bans in those states and are therefor grandfathered in.

All because the fear of the evil 'Banana Clip' was so great. I have included a picture of this evil device for your viewing pleasure.
