can anyone translate thermold date codes such as 21H and 22H?

They aren't date codes, they're mold numbers.

Does anyone know when they stopped making those molds?  i.e. would that be proof that they are pre-ban?  how about the "THERMOLD D&D Inc. Wilson, NC USA" marking?  another user suggested that the "THERMOLD D&D Inc. Wilson, NC USA" marking means they are preban.

were 30 rounders marked LEO after the ban in 94?

I don't know a lot about these, but found this out there - Thermold Info.  It seems that the Wilson plant is still in operation, so the mags you are looking at MIGHT even be new stock (I did see that Sportsman's Guide lists new ones).  Perhaps someone more familiar with them can offer some answers as to if there was a change in markings, when it occurred, etc.  If nothing else, email the company.
