How many rounds through a mag would be enough to say a mag is fit for service?

IMHO,

If it's USGI Spec. including D&H, I say one full mag (I load 28 rounds as do many here which is an entireky different subject) put it in the weapon with the bolt locked open. Hit the mag release, and if the bolt drops with no hang-up, and all rounds fire, and the slide locks back after the last round, and the Mag drops clear after it is empty from the Mag Well...call it "Good to Go". Inspect the mag visually for any cracks, and rub the inside of the feed lips feeling for any burrs.

I only say this for USGI spec. mags because the design has been so proven over and over again.

YMMV
