The 30-rd mag that came with my RRA Elite has a gray finish. When I received it the finish was pretty marked up; I thought it was a used mag. Turns out it is a new mag, but I can scratch it very easily with my fingernails. What finish is this, and are the mags OK like this? I know they will wear as I use them, but this much wear seems a little premature (I haven't even used this mag yet.)

There is no problem with the mag.  Standard USGI (loaded term) gray moly coat will wear like that, but the mag won't be hurt with the finish (appearance) like that.

You have nothing to worry about in any regard.  

I took my wife out shooting one of my 16-inchers a while ago.  After showing her the ropes I handed her the rifle and a loaded magazine and pointed her in the direction to fire.  The first thing that happened when she tried to make ready was that she dropped the magazine in the gravel.  She looked up at me, thinking that I was going to be angry or something, and started gushing apologies.  I laughed at her and said "You realize this was designed for war, right?"  Turns out she thought I cared about scratches on my mags.

100% normal for USGI type mags.  No worries.

Some of the gray dry moly coat mags we ship may have that look only because we mag well test every magazine we make prior to shipping. It is part of our quality control. Actually the magazine is tested after welding also.
