Could I convert a AR15 223 Beta-c-mag to shoot 9mm in a HK by changing the feed tower?

I think you would get jams if the 9mm rounds shift around in the drum.

No.  The 9mm MP5 drum is much shorter front-to-back.  Putting 9mm in a .223 drum will jam it at best, and destroy it at worst.  The inner workings of the Beta mags are fairly fragile.

Thank for the replies. It sounds like the beta isn't very dependable from what I have read.  If they were reliable i'm sure you would see more of them in the hand of our military.

there is a big differance in dimensions 9 mm versus 5.56mm,,,,,,,C-Betas are fun to -play with..maintain them and they are OK,,
