I have come into a quantity of these issue .22LR mags for use with the .22LR modified USAF M16 rifles. Nice mags, full sized and hefty, but will they work in any commercial 22LR conversions like the Ciener, etc.?

Negative. They won't work with the Ciener conversion.

Any chance those mags you got are made for the Colt M16/Ar-15 .22lr conversion kit? I just figured out which model kit I got and am looking for some mags for it. I am willing to pay cash or trade some ar-15 .223 mags for em. Let me know.
