When you install a new green follower you say cycle it about 12 times with a ruler. Do you do this after the spring is in? Seems that would be the easy way. If so then when you get a NIW mag should you cycle the follower also? Seems to me you could still have problems with new mags since they haven't been cycled.

I'm not speaking for Troy, but I would remove the floorplate per the "Green Follower FAQ" in this forum (DON'T bend the floorplate tabs!!!), replace the black follower with the green one (a pair of needlenose pliers helps), put the follower and spring combo back into the mag, and replace the floorplate.

Take a ruler and compress the follower and let it slide back up to the top.  Repeat this cycle about a dozen times.  I sometimes spray a tiny bit of a dry lube like "Rem Dri-Lube" on the internal back and front surfaces of the mag.  Don't use an oil-based lubricant like Break-Free, it'll attract dirt.

Yes, I in fact do this to all my rifle mags (it REALLY helps with M14/AR10 mags!), and it has virtually eliminated spring/follower-related feeding problems.

And, yes, you do this with a fully assembled/reassembled mag.
