The U.S. Army Armaments Center holds the proprietary design rights and explicitly prohibits the facility from selling overruns, components, or loaded cartridges to the civilian market. Every round produced is earmarked strictly for military inventory.

First post is probably the official reason in this case.

But you need to understand that ammo and firearms manufacturers are not our friends. They are capitalists, first and foremost. And their profits are more important than American civilians' ability to arm themselves.

I'm waiting for the govt to figure out how much LC and the other big companies make in civilian sales, and then offer them that much, plus $1.00, to stop supplying any ammunition or components to the civilian market. Once they do that, we'll be back to making ammo out of bat poop and melted wheel weights.

The "core" has to be made out of one of the "AP" metals like steel, tungsten, depleted uranium, brass, etc. The CORE of M855A1 is copper. The ATF a few years ago wanted to ban M855 as well, and  and now it's been exempted from being classified as "AP".  US Govt holds the design rights to the A1/ EPR bullet. That's probably a huge reason why.

Wasn't there a decision, law, or order a few years back for LC to stop selling to the public?  Or am I remembering wrong?

It is a combination of these several things.

1) The Government controls what LCAAP can sell as surplus, even though it is operated by a commercial entity.
2) The Government thinks the M855A1 should be classed an AP round.
3) The Government has decreed that LCAAP shall not sell M855A1, except to the government.
4) Because the Government owns the design rights to the M855A1, it can also revoke the license to produce it by commercial facilities.  So, if Federal or Winchester were to try and sell M855A1 made by their own plants they could loose ALL their government contracts, which is a lot more money than commercial sale of M855A1 would generate.

This is why if you do get your hands on some, nobody can arrest you, but you are not going to find it on the store shelves.

EDIT: The legal definition of "armor piercing ammunition":

(B) The term “armor piercing ammunition” means—
(i) a projectile or projectile core which may be used in a handgun and which is constructed entirely (excluding the presence of traces of other substances) from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium; or
(ii) a full jacketed projectile larger than .22 caliber designed and intended for use in a handgun and whose jacket has a weight of more than 25 percent of the total weight of the projectile.

Further note that for legal purposes armor piercing ammunition is only illegal if it can be used in a pistol.

Essentially yes. W/o googling when the new contract bid it was forbidden to sell seconds. This of course drove up production costs, all in the name of national security and your safety.

Yeah why haven't they sold XM856 in 10 years? I remember they used to do a batch every year
