Will a heavier bullet carrying more energy down range have better penetration capability than a lighter one of the same caliber?

Depends on the bullets construction ! More energy yes , deeper penertration maybe!

If both are the same type of bullet then yes.
Generally V-Max bullets don't penetrate as well as HPs and HPs don';t penetrate as well as FMJs.
Steel core is on top of the penetration totem pole.
