Tungsten Core Molly. Nope, not reloads, came out of a LC marked can, (linked) back in the late 90's. They go through just about anything.

Looks like a frangible round to me.  Although I do think it is a reloaded round seeing as how I don't believe frangible ammunition has been around since 95.

Is the primer crimped? If not, then it's probably not factory...

It looks like a reload to me.
The neck hasn't been resized completely, and there are smears in neck from going through the size die.  
It appears that an enterprising individual moly coated some Military ammo, or projectiles, and is trying to pass it off as something it isn't.

Slightly belled case mouth, probably from omitting the deburring operation after trimming, and either a Hornady 75 GR BTHP Match Moly, or a Sierra 69 grain Matchking Moly (or some iteration of a Moly coated Matchking), Moly Coated Berger, etc.....it may even be another non-factory bullet that was moly coated at home.  One thing is almost certain, it is a reload.  Not many factories putting out remanufactured loads will leave a bell in the case mouth like that.
