I found a caliber .30 bullet some time back at the local range.   It measures between 0.308 and 0.310 inches in diameter.  It was shot out of a weapon with four lands and groves RH twist.

It weighs 61.6 grains (extremely light weight)

It has a full metal steel jacket that is plated with a copper alloy. (Looks much like an ordinary jacket)

Its overall lenght is 1.041 inches with a clyindrical bearing lenght of 0.600 inches, and it is semi-spitzer in shape.

The base plug seems to be some sort of hard polymer.  I cut into it a bit with a knife and left a small flexible flap.  

Is this bullet from some sort of training round?  It is too pointed for the usual M1 carbine and too round-nosed for the 30-06 or 308 ball.

Given that it might be a nominal .311 diameter, it still does not look like either a .303 British, nor a 7.62x39 either.

What did I find?

It sounds like one of the 7.62x39mm East German training rounds for the AK/SKS.  They came packed in 10 round blister packs and were corrosively primed. It used to be really cheap and was notorious for short stroking the heavy action of the SKS but seemed to work fine out of the AK.  I have about 60 of them left that I bought when I got my first SKS.

I have used some of the 7.62x39 and 54R practice ammo, and that sounds like the bullet you describe.
