Cycles the SKS and works great, but doesn't always leave the bolt open on the last round.

Not always - if the ammo is undercharged, the bolt doesn't cycle all the way. The bolt catch can either catch the carrier or not catch at all. The bolt carrier needs to go far back for the catch to catch at the bolt face (not the bolt carrier itself).

I have run into this problem using Wolf 55 gr JHP on my AR-15. XM193 cycles fine

ok, gotcha. so silver bear and wolf are slightly down on power compared to nato spec stuff? aimsurplus has 55gr fmj silver bear for 150 bucks a thousand(hollow point 62 gr is 115 per thousand), they have british mil spec surplus for about the same price (900rounds). would the surplus be the better buy? i assume the bear doesnt frag like nato stuff.

NO Russian ammo fragments.  Everything but Wolf uses steel bullet jackets, and Wolf uses very thick jackets with high zinc content.

so silver bear uses a steel bullet jacket? no wonder it will shoot through a 8 inch pine tree.

Tell us more.  Got pictures?  Sounds like this can serve as AP ammo.
