No, UPS does not charge extra for ammo. Cartridges for Small Arms are considered to be "Other Regulated Material class D" (ORM-D)The shipper will have to affix a label with "ORM-D" written or printed on it, or write that on each carton someplace. The goods are regulated, but not considered hazardous. The latter merits an extra charge and paperwork.
Since your have 12 cartons, that will mean a multiple package shipment exceeding 100 lbs to the same address. UPS automatically classifies such a shipment as a "Hundredweight" shipment and assigns a lower rate to the shipment, competitive to LTL truck carrier rates.
You can sign up for an account, charge the shipment to your credit card, and even print out the labels yourself using full-sheet 8.5x11 peel and stick labels (that's one big 8.5x11 label per sheet) available at office supply stores or WalMart, etc. Mail the labels to the shipper and all he has to do it stick them on, and take the cartons to a UPS terminal or give them to any driver. He CANNOT drop them off at the local hardware store or news stand that also ships UPS. They CANNOT accept shipments that you originate.
The option is to find a wooden pallet and someone to strap the cartons to it, and stretch-wrap it, get a weight, and call around to trucking companies 800 numbers to get a rate quote. Hassle? You bet. That's why UPS started the Hundredweight rate thing, to make it less expensive for occasional shippers.
