Gas tube hole has no effect on a 9mm AR rifle/pistol.  I don't bother plugging it, but you can if you want to prevent dust and crap entering the upper through that hole  

Some handguards need to have the barrel nut timed even when you don't have a gas tube (Samson Evolution for example), so sometimes having the hole in the upper is handy to make sure the barrel nut is timed correctly with an alignment tool (like the one from Wheeler that is integrated with the upper receiver insert that comes with the clamshell vise block).

If you want to plug it LMK. I have a plugged (.750) one i'd be happy to swap for one that is not
