I currently have a RRA Lower and a Spikes .223 upper.

Will the follow convert to a good running 9mm AR? Making sure i'm not missing anything here.  Thanks in advance!

JSE 16" Complete 9mm Upper with Bolt and charging handle.

ProMag AR-15/M16 9mm Luger Magazine Adapter Block.

Colt compatible magazine.

ProMag adapter?  Have you looked at hahn, CMMG, RRA or anyone else?  I would use a ramped bolt and KNS pins as well.  Also check that you are not using a notched hammer.  I hope colt compatible mag means metalform.

Just about every report I've read on the ProMag adapter was bad.  I'd go the extra $50 or so and get a Spikes or RRA block instead.

As for "Colt compatible magazine," just who made that mag?  I'd go with a Metalform mag first, a modified Uzi mag second (no BHO but should work fine), and a CProducts mag third (may require some tweaking of your mag block position).  Start with the Metalform to get the gun running smooth, then go with something else later if you want.  CDNN often has them for a great price (and thus they are often sold out), but Brownells and Midway both have them in stock for a decent price.

Don't go cheap on the magazines.  Trust me.

Thanks for the help!

Metalform Magazine yes. Should have been more specific.

I will give the Spikes adapter block a try.

I personally tried the Pro-Mag block. Stay away from it. Could not get it to cycle reliably.

I am now using the Spike's block. 0 failures since. I only have C-products and Pro-Mag mags.

When using a conversion block how do you know how high to install it?

It depends.  With a top load block there is no height adjustment unless you shim the tab or file the tab to adjust where the block sits.  With a bottom load block, you can adjust up or down slightly before you secure the block.

All blocks are limited by the mag catch cutout - you could enlarge that slot if you need more adjustment though.  At the end of the day the best position is the one that allows your gun to function properly and the height can vary.  For a bottom loader, you should try starting with it flush to just below flush with the top of the lower.

That's precisely what the Spike's Magwell Block recommends.  I didn't have to tune or adjust anything out of the package.  Installed it, made it flush, secured it, good-to-go.
