I have a CLE .22 dedicated upper that stovepipes almost every shot when shooting rapid fire. It was used for a smallbore league by my son who didn't want me to send it back for repair as this was a problem from the beginning. Now that I want to use it, I remember why I stuffed it in the back of the safe. I contacted CLE who said that they would repair it since it was never right when I got it. Is there anything I can do before sending it back? I use it on a Rock River lower and have tried various brands of standard velocity ammo and a few slighter hotter rounds and all function the same.

I know this is not what you want to hear but, since it was not right from the start, you really need to send it back to Compass Lake. It could be the inside cartridge rim holder spring thing is bent wrong or missing and I don't really know of a place that sells that part but CLE would have them –– if that's the problem. If you look at the bolt face there should be the extractor on one side and a little wire thing on the opposite side of the bolt face. That little spring thing helps to hold the cartridge in place during extraction and ejection.

I sent out the upper and recieved is back in less than two weeks. The bolt and firing pin were replaced and as much as I wonder what was wrong with them, am happy that the unit now functions well. Now I'm thinking that I should have bought a upper with a flat top carry handle, the best of both worlds. I tried a carry handle mount fo a dot and well, it's just too high to shoot comfortably. I'm going to see if I can swap out the upper reciever to a flat top and get a carry handle. Anyone know if this will cause any problems? Rock River?

The  RRA  lower will not be a problem and barring nothing has been modified to a standard upper receiver it shouldn't  be difficult to swap for a flat top upper.  You would need a vice, barrel wrench, float tube wrench and receiver action block.  Any body who has assembled an upper or gun smith can switch the upper receivers.  A friend of mine uses a cantilever mount on his AR where a red dot sight sits in line with the fixed iron sights.  The mount attaches through the hole in the carry handle.  This may or may not be feasible for  you but is another option in case you don't want to loose your NM sights which are rugged and already paid for.

I was thinking maybe you meant a "Z" type carry handle mount like the picture below?

that way the OP can mount a red dot and not have to pull a "Top of the line" type 22lr dedicated upper apart.
There are a lot of manufacturers making these mounts –– look for one made by a quality manufacturer –– not some airsoft stuff.
I knew that CLE would fix things for you but if you pull the upper apart that's the end of the coverage. If you really want a flattop maybe you should
contact CLE and see how much it would cost to have them do it –– that way it's still all covered.

That is the style of mount I was talking about, some have more clearance for the iron sights than others.
