I have an AR15 with a 14.5" heavy barrel carbine upper. I am going to buy a 16" lightweight mid length upper to replace it. Will I have to change the buffer and/or buffer tube to accommodate the new gas block length?

You do not need to change buffer tube.

Re: buffer.... See how it runs with your carbine buffer first, it may run great. With that said my mid length run flawless with H2 or spikes st-2 buffer. Ran fine with carbine buffer but I changed it out when I found deal on heavier buffer, seemed to soften the recoil.

It should work just fine.

Exception being if you have a colt lower with a sear block in it and you plan on using a non half-circle bolt carrier (i.e., that came with the new upper).  Otherwise, should work just fine.
