When barrels are measured does that length include the threaded section where the muzzle device goes? Because it seems if they did count that and you had a 14.5" barrel with a 1.5" muzzle device it would still be an SBR since its not actually 16" over all.

Yes, the threaded part is part of the barrel.
My BCM is 16.25" overall.

So is it just assumed that they're always gonna have that .25"? Like if I go buy a 16" barrel from DD or Colt or any other manufacturers will it most likely be a 16.25" barrel even though its marketed as 16"?

The measurement is from the face of the closed bolt to the end of the barrel.

If a muzzle device is permanently attached then that is considered part of the barrel.

Generally when we say a barrel is 16 inches it is actually slightly longer from bolt to tip.  You won't likely find one otherwise.  It becomes a game when it involves pinned breaks.  For example I have a 13.7 inch barrel with a BE meyers pined that comes to just over 16.1
