Where do you guys recommend sending Nodak lowers to for retro engraving?

This is true only if state law requires it. There is very little in the federal law that affects intra-state transfer of firearms. Only if it crosses state lines is there a need for an FFL to receive a firearm. It is perfectly legal in most states to ship a rifle through the post office to your buddy who just bought it, or to an unlicensed gunsmith, or just about anyone for any reason, without an FFL as long as it does not cross state lines. Once that happens it goes into federal jurisdiction and our friendly ATF people might have something to say about it. |
