1.  1966....Adopted in 1967 with the M16A1.  Deflector or Brunton bump not until the intro of the A2

2.  Mid 80's....Not a USGI twist.   1/9 is a civilian twist rate.  USGI jumped from 1/12 to 1/7.

3.  With the introduction of the A2 1982 ' ish....maybe a little later on SP1's

It was incorporated into the M16A2, replacement A1 uppers, and Colt's commercial rifles and carbines with the A1 field sights that are often referred to as "C7" uppers after the Canadian weapon developed in parallel to the US M16A2.
