I was talking a the CHP Officer who was assisting a friend with a broke down truck and horse trailer by Mt. Lassen in Northern California, and noticed a lovely set of triangular handguards on the rifle length AR between the seats of his 4x4.  It was an M16A1 with the sear pin missing.  He said they got them from the Army, but took the full auto out because they didn't trust them to have rock and roll. They are trading them in for Sig Sauer M400 5.56s.  (basically a Sig made M4 Carbine)  The M16s will probably go to the crusher. Ugh what a retro mortal sin!

I suppose, in the People's Republic of California, there's no chance of even the uppers being salvaged for a few bucks into the public treasury?

Hopefully the guns are on a form 5 and the dealer helping with the aquisition of the Sigs made a deal for them and we'll see them making it into the NFA community. Frequently (in the past) PDs had machie guns that were transferable and departments could upgrade their hardware and make a nice sum for themselves as well. They're a great source for vintage pieces. If they're on a form 10 they have very little future as complete rifles unfortunately.

That's a big no no... If they came from the government, they can't sell or transfer them to anyone but the government. The DOD loans out surplus material but they want it back. In fact, there is supposed to be regular audits to keep track of the loaned property.

This. They will go back to the .gov and THEY will crush them. Obsolete dontcha' know. I am for one, frankly getting tired of seeing our government waste possible income sources when we paid for them in the first place. Hell, we PAID for them once, are willing to pay for them again, why isn't the CMP selling uppers? Someone needs to get on this.

Unhappily, this is true.  While we may have stalled a 'black rifle' bill, likely no one is anxious to start selling parts, no matter how much sense it makes.
Does seem that some Honorable from a gun-friendly state should have the 'nads to do something, about the DCM if nothing else.
