Looks like staking marks for the castle nut and some touch-up dye to cover the stakes.  Yes it's normal.

Thank you so much!  I thought it might be something normal like that.  Now that I know what to look for I see other threads related to this.  Seems mine is just staked in a weird spot.

Yes, no problem.  The castle nut is just staked at the factory to prevent the nut from coming loose.  They may have even used lock-tite as a backup.

I never stake my castle nuts.  I just tighten with a little purple loc-tite.  Never a problem so far.

Once you remove your castle nut and install a single-point, just re loc-tite and restake if you want.  The black paint or dye is just used to make it look pretty.
