Are Magpul XTM handstop kits legal on a 7.5in Ar pistol?

I am no legal authority, but I'd venture to guess that they would be. The Magpul AFG is legal, and the XTM handstop is kinda like the front half of the AFG and another front half turned the opposite direction. There's nothing there to grab onto like a vertical foregrip, so you should be good to go.

ETA; they are no different than the hand stop on a HK SP89.

handstops are completely legal on AR pistols. The only grip you cannot put on would be a vertical one
