I'm looking to buy a complete upper in the 10.5 - 12.5 inch range for a pistol build. Eventually I would like to use it for a SBR with suppressor setup after I can get the tax stamps. While browsing the EE for  complete uppers I am seeing prices from 900-1200 dollars. I am looking for a flattop upper with picitany rail of decent quality but I don't want to spend more than 500-600 bucks. Would it be cheaper to buy a carbine length 16" complete upper and have the barrel cut and threaded by a Adco ? As I'm wanting to do this in stages and not have to spend more money than necessary what do you guys recommend? Disclaimer: I am aware of  NFA guidelines and have no intention of breaking any laws. Thanks

You might want to go this route. These are actually very good quality uppers for the price...
