As far as I know, yes. As long as it's never been built into a rifle before.

And it does not have to be built in .223/5.56. Caliber marking really don't have much significance, in fact, most of us who are into multi calibers are buying lowers marked as such, MULTI, or no caliber designation at all such as with the LCW lowers.
