Correct me if I'm wrong, but to build a pistol lower it only needs to be marked as a "multi" cal lower and sold at the dealer as a pistol right? If not what does the lower need to say on it if anything?

It does not need to say pistol, those makings have zero legal bearing. It just needs to be a receiver that has never been built into a rifle.
