What could one do with a OA93 lower....The back piece where the buffer tube would be on a real AR15 has  a  stub-welded on..... So Is there anyone who would buy a OA93 lower & why? Can you use anything besides a OA93 upper with this?

Good question...

I guess you could use a ZM weapons upper (they are designed to allow you to use a side folding stock)

--- or ---

a .22lr upper (my M-261 has its own spring, it doesn't need the buffer tube)
that gives me an idea... I want to try a kitty kat upper, with no buffer tube and the .22lr conversion (anyone try this yet and have a pic)

I have an OA-93 pistol upper, and I use a pistol registered lower.  I didn't know the OA-93 lower's backplate was permanent...  good thing I didn't get a complete setup, because now I can use my one pistol lower on various designs.  I have a screw in plug for when I use the OA-93 and I swap that with a pistol buffer if I want to use a SBR upper.
