I want to build a sub MOA gun for long range shooting. I'm between a bolt gun or an ar10. Can you build an ar10 with that kind of accuracy to rival a high end bolt gun?

Yup it's easy to build a .308ar capable of such but it's not easy as a shooter to achieve. You need to be on your A-game every time you pull the trigger, if you don't the bullet will show that you screwed something up. In other words they are not very forgiving like a bolt gun.  You have to dedicated to achieve the accuracy....

I was going to say yes until i noticed you said "High End bolt gun". A high end semi can shoot one inch groups but a high end bolt action can shoot one hole groups. All my large frame AR's shoot .5 inch groups. For half the price you can get a bolt gun that does the same. If you are talking about a LaRue, a bolt rifle at that price should shoot 1/4 inch groups and not 1/2 or 3/4 inch.

But yes, you can build an excellent sub MOA semi that shoots .5 inch groups. The key is a trigger with a fast lock time. After you pull the trigger, the movement of the bolt will cause some movement of the rifle(along with recoil). Even if the rife movement is 1mm , your point of impact will shift. This is not a issue with bolt actions because there are no moving/counteraction parts.

Your Semi will also need good parts, so if you plan to build it on a budget, then expect to get what you pay for. People are going to point you toward LaRue, GAP, LWRC, POF or JP. All of which have amazing long range accuracy. But expect to pay more the $3k (the cheapest, LaRue is around $2800). A good self built AR10 could be had for less than $2500. But I can tell you want to build it, so have fun and build it!

I have a POF .308 that will do better than one inch groups at 100 yards with good ammo if I do my part…

i hope so, i'm building a dmps 308 ar right now, planning to use a rainier arms match barrel (if they ever get them back in stock) and they guarantee sub moa with match ammo.

An AR can be very accurate but a custom bolt gun will still beat it. An AR is still accurate enough when done right that the mechanical accuracy is a non issue. The problem I run into with gas guns is they lack the ability to shoot loads as hot as the bolt guns. It really comes down to how far you are going to shoot and what you expectations are

Most important question is what's your budget? Anything can be had at a price!

Yup.
308 caliber is just eh in my eyes for ELR.
If just LR then 308 is good.
go bolt for best precision.
I'm still amazed what I can send from the LR308.
