not sure what you consider affordable, but I recently picked up a used Spikes 5.5 inch for what amounted to $275 in trade. So they are out there.

Look in the rimfire and pistol tab hear on AR-15.com.  Lots of info on 22 AR's and SBR's.

Thanks fellas I forgot about this thread. I was finding .22lr uppers complete for like $900. Anything less than $600 for any upper is what I consider affordable.

I have a Spikes 5.5" and 11.5". I prefer the 11.5". They are out there for under $600, just have to look.

You can build or have one built the way you like but price will depend on what parts you choose.
You can find upper receiver's on sale from $50 to $80
cmmg 22 kits from $150 to $300 depending on the bells and whistles you want it with
Barrels for $100 up depends on the length and make
charge handle $20
floating hand guard price depends on the one you choose as I have seen some as low as $35
on flebay and here
