Anyone know what the round plug on the rear top of my upper receiver is for? It's the one with the slot in it.

the only reference in the manual just says its an upper reciever plug

That plug is for the rear sight (stand alone, carry handle, Dominator2 - all to come). You remove that plug so your sight can travel enough.
