Are rra 308 uppers compatible with dpms lowers and vice verse ?

Nope. RRA LAR-8 upper on a DPMS LR-308 lower, see picture below. Notice how the rear block that the takedown pin goes through is hitting the top of the lower where the buffer tube threads in.
