Would appreciate some advice on selecting a reasonable low-end upper receiver.

Are you talking about stripped or a pre-built upper?

Palmetto will be the one most commonly recommended with their PTAC line.  I've seen a few minor issues with them, twisted receive lugs, weak weld springs in the delta ring, etc.  There's usually no coating inside the bores of budget barrels.  Nitride is ok if you can find one.
JSE Surplus has uppers as well.  Years ago I bought one and it was 100% reliable, however, they dremeled in feed ramps on the receiver to match the barrel's.  Once I changed the barrel the upper was useless.

I have used several Anderson uppers with good success barreling everything from Compass Lake, AAC, Noveske and KAC to them.

I especially prefer the variants without the F/A since I like to use ambidextrous CHs.  They look cleaner to me.

Anderson has worked for me. Also got a Spikes Blem that the finish inside the upper was really spotty but who cares about looks if it functions.

Anderson uppers are Cerro Forge and are as good as any. Just finishing a build with one and it fit perfect and looks good.
