Can one configure a regular barrel to HBAR specs? Can I get an armoror to do it?

This is one of those cases where a person would replace the barrel.

What he said. You can't practically add material to the barrel. However, the original colt HBAR barrels (from the sporter line) are almost everywhere without much digging.

Thats what I thought... I have a rifle that they do not make barrels for which I think is considered an assault rifle in MD. I am trying to make it legal for when I move to MD. IDK if I can though. It may be preban though.

If you purchased it or assembled it or whatever before 01 October 2013 it is fine to bring in. Per SB281 you need to register it within 90 days of establishing residency. If you're stationed here you are not considered a permanent residence and don't have to register it - but IANAL and recommend reading SB281 and trying mdshooters.com in the Maryland 2A subforum.

This is correct. I am a MD manufacturer and will let you in on a "secret." According to the MSP they do not have a legal definition in place as what defines a heavy barrel. So if it says its a HBAR on the barrel or the manufacturers website then you are good to go if you buy one after you move here. But in this case you do not need to alter your rifle, just register it after you move.

You can also still buy AR15s (receivers included) here in MD with the right paperwork. They now fall under regulated firearms so you will need an HQL and a seven day wait to get most.

Which means you can either:  A) Swap a heavy barrel on to it (about 15 minutes' work) or B) engrave "HBAR" on the barrel, lower, or upper.

Not needed. Again, if you move into the state, you simply have to register the firearm with the State Police. You do not need to modify the gun regardless if it's already an HBAR or not. You are grandfathered in.

Now if you wanted to sell that gun to someone in the state later on that is a different story. But with the situation he described there is no modification to the gun needed.
