I have a buffer in my parts bin that i don't recognize or remember where i got it. It weighs 3.0oz, its diameter match the other buffers, it does not have the flats on the head, it is about an 1/8" shorter than the other buffers, there is no pin the the far end to hold the plastic tip and the weights inside don't move.

The buffer in question is on the left.

definitely NOT a 9mm buffer...
- 9mm buffers weigh much MORE than standard CAR buffers (usually ~5.6oz)
- 9mm buffers are LONGER than standard CAR buffers, not shorter
- 9mm buffers usually have TWO visible roll pins instead of one (or none)
- 9mms buffers usually have a black phosphate finish

I would guess it's just a cheaply made non-milspec CAR buffer
