Ive got a spare Noveske Gen 2 Chainsaw lower I want to turn into a rifle. I plan on using a Noveske 18" SPR barrel and their 13.5" NSR rail, which is pretty light weight. What stock will balance better, the PRS or UBR? I really like the UBR but I think it might be better on a 16" gun, like a RECCE type build. I'm not too worried about overall weight, and I kind of like the rear monopod capability of the PRS for bench work at the range.

Sounds like the PRS is already pretty much set in your mind.  I've got no doubt it would work well with what you've listed.

I actually was pretty set on the UBR, but the more I thought about it, the PRS just makes more sense. I want to put a 3-18x scope on it and although my local range is only 200 yards, there are plenty of places we go shooting that I could shoot out to 600+ meters. I don't get to shoot as much volume as I would like, and I don't really have a precision rifle, so I thought it would be fun to work up some loads, shoot for groups, and hone my marksmanship skills. I just don't want to end up with a rifle that doesn't feel balanced in the hand.

I have an 18" barrel, 12" DD Lite rail and a UBR and find it balances fine. I think the PRS may be too heavy.

Sounds like you have your mind made up already get the PRS.
