What are the major differences between the two, trying to decide one which to use for me new build, and that if the ctr is worth the extra money.

Friction lock and QD swivel attachment point on CTR.  Worth the money if you want those things.

The CTR has a friction lock on it and a built in QD swivel socket.  I friction lock is not a must for me.  The QD socket is nice.

I like it for the QD socket alone.  I do use the friction lock and it comes in handy.  In my opinion, it is worth the little extra.

The friction lock makes it worth the price difference for me.  

I use Noveske QD end plates so the QD feature does nothing for me.

You can determine the differences by observing pics of the two to compare.

The major differences between the MOE and CTR stock is the friction lock and QD socket. So you have to decide if those 2 features are worth the price difference.
