Depends upon the mfg but yes



4.....Do they have a weight advantage, or disadvantage ?



Depends upon the mfg BUT I doubt any have lighter weight forearms than a plastic one (other than Magpul?)

Cons = price / some require proprietary tools to fit them

Pros = Rails / Design your rifle to your needs
