I am looking for a complete upper with an 18-20 SS barrel. Price is a big factor since I am on a limited budget.

Midway has a DPMS 20" SS Bull upper for right under 600 bucks.

Search the EE. Whats your budget? What are you looking for? If you want a BNIB $400 upper you might as well call Model 1 Sales or Del Ton. If you're willing to spend $600 on a complete with BCG, CH, etc. it's different.

never buy a bull barrel. It completely messes up the balance and you will not be happy with it in the long run
